Taxes could be rebated

PONTIAC -- Garbage could line the pockets of property owners in Livingston County with dollars.

County taxpayers could receive money from Livingston County this summer if the board decides to rebate real estate taxes. The County Board is considering the rebate because the county has about $14 million in a landfill fund.

Allied Waste Inc., which owns Livingston Landfill at Pontiac, pays the county annual fees based on the amount of waste dropped there. The landfill, which is expanding, is the second-largest in the nation.

How the county will distribute the money is among many questions an ad hoc committee of the board will consider over the next month. County Board Chairwoman Jeanne Rapp said she believes a decision could be made by the board's next meeting in January.

Rapp said she hopes the money would go out during the summer.

"There are a lot of questions about how to make it happen, but it seems to be a unanimous feeling among the board," Rapp said.

Money from the fund has been used to build the county's new Public Safety Complex, and money still is being set aside to build a new nursing home.

Last month, the board approved lessening previous restrictions on how the landfill money could be used. Previously, the money was used only for building projects, but now it can be used any way the board chooses.

Money from the fund also has been used to help pay for expenses at the nursing home and buy new squad cars for the sheriff's department.

Some board members were concerned about rebating the money to property owners who don't live in the county. The question of whether the rebate would be legal also was asked.

The landfill, which is in the process of adding about 160 acres to the 570-acre landfill, is expected to take garbage for the next 12 years.
