NORMAL -- A former Illinois State University administrator who is active in McLean County Democratic Party politics has been named by Gov. Rod Blagojevich to serve on the university's governing board.

Betty Kinser of Normal will replace longtime ISU trustee Nancy Froelich of Hudson for a six-year term expiring in 2011.

"She has a longstanding commitment to Illinois State University," said Blagojevich spokeswoman Rebecca Rausch. "That is what made her an outstanding candidate."

Kinser retired from ISU in August after serving in various capacities at the university for three decades. Her positions included being an instructor in art education and assistant to the director of the ISU School of Art.

"I feel very complimented knowing that the governor has the faith in my to do it," Kinser said Tuesday.

Kinser has served as a volunteer on various Democratic campaigns and as an unsuccessful candidate for the McLean County Board in 2004.

Froelich, a Republican, has been on the ISU board since 1996, when it was created upon the dissolution of the Board of Regents system. She served for eight years as chairwoman of the McLean County Board. Her term expired in January.

Prior to her service on the ISU board, Froelich–had been–a member of the state's Board of Governors, which governed five state universities -- not including ISU -- until it was disbanded in 1996.

"Illinois State University is a superbly good university," Froelich said. "The community is very fortunate to have Illinois State University and Illinois Wesleyan University."

Kinser's appointment must be approved by the Illinois Senate. Members of the board of trustees are paid expenses only.
