Bloomington to consider bids for fire station

BLOOMINGTON -- Bids that are $400,000 over budget on a project to build a fire station on the city’s west side will be taken up Monday by the Bloomington City Council.

A recommendation to re-bid the project could add a three months to the scheduled opening of the station.

The lowest bid of six submitted was $3.4 million for Station No. 6, to be built at Six Points Road and Mitsubishi Motorway. The city budget allows for spending $3 million.

The bids will be reviewed by the council along with a recommendation from the city’s staff to redesign and re-bid the station. The council meets at 7:30 p.m. at city hall.

Originally, Bloomington Fire Department officials hoped to open the station in May 2008. However, Deputy Chief Dan Shanks said re-bidding could push the opening well into the fall of 2008.

In his memo to the council, Chief Keith Ranney said a redesign could eliminate features that make the building friendly to the environment.

Shanks said “green” features that could be eliminated are those that would allow the building to generate its own energy, including solar panels and a wind turbine. “Those would be the biggest cost,” he added.

The No. 6 station is one of two stations the city will open in 2008. A station also is planned at the Central Illinois Regional Airport. The airport station is being paid for with federal money and has been mandated by the Federal Aviation Administration.

The fire department will add about 18 firefighters to staff both stations.

" Mitsubishi Pkwy is planned to be extended south from Rte 9 to Shirley eventually, using a combination of new right-of-way and existing country roads. IIRC, a short, 1,200 ft stretch going south from Six Points Rd. will be built just east of Heartland Hills subdivision. "

" Where does Six Points Road and Mitsubishi cross at? I thought Mitsubishi ended at Route 9 west of the Interstate Center. But, new firehouses are needed in a growing town. Something good to support. "

" This is simple.....rebid the project!!!! Tell the bidders to submit a bid NOT TO BE ABOVE 3 million. Show what adjustments they need to make to get the bid under 3 million dollars. I contracted many jobs for the company prior to retiring and always found a way to get the job done under budget. Sometimes you just have to tell the contractor that the pocket has a bottom line. My bet is that someone will come up with a proposal that meets the needs. "

" As cities physically grow they have to keep adding fire stations. I'm assuming you don't want you insurance rates to increase. They will if the average response time throughout the city slips. That's really beside the point though, most people want the fire department to be able to respond in 2 to 4 minutes, the only way to do that is to build where the new homes/businesses are. I do think it wouldn't hurt if the city would require developers to at least pay toward property acquisition. Staffing? That's the responsibility of all of us. Champaign is looking at building a 7th station and moving two others to have a response time of under 4:30 everywhere in town. "

The 3.4 million dollars plus salary and benefits comes from the taxes paid by those residents and business owners that are now protected by this Fire/EMS station. How can a city grow and save money? " It can take a fire dept. vehicle be it ambulance or a fire engine up to 15 minutes to respond to the area the new station is being built. If you take 5 minutes and pull out a map of Bloomington you will see the tremendous amount of growth in this town. The new station will reduce the response time dramatically. I guess the question is what is your price tag you have placed on your children and loved ones? Oh let me guess. You must live closer to town so it will not affect you or the care you recieve. Some people are put into positions to think about others and are unable to live in denial that" it will never happen to them". Do the citzens in the South West and North East areas of Bloomington deserve less of a service because it's a financial inconvenience to your wallet ?! Didn't think so ! "

" How can our city afford 3.4 million for a new fire house and hire 18 new firemen with salary and benifets of over 1.5 million in addition to the cost we are already paying for? The ambulance service is not going to be profitable, Lifeline has shown that, they went bankrupt and are closing Sept. 1. Who is going to keep paying for this. We do not have that many fires to justify another 1.5 million a year, on top of what we now pay. "
