Salary question derails Woodford Co. budget vote

EUREKA — The Woodford County Board’s debate about a $9,000 expenditure in the circuit clerk’s office derailed its plans to approve a $16.6 million budget.

The board voted 11-3 this week to table the annual budget until November in order to compare salaries in Circuit Clerk Carol Newtson’s office to those of employees in other offices.

The budget, as proposed, would include a 21 percent decrease in the county’s portion of property taxes by eliminating the $625,000 general corporate levy.

The salary issue was first raised one year ago when board members learned Newtson requested the same total salary for her office staff, despite a staff reduction from nine employees to eight employees.

At that time, Newtson said one employee was dismissed and the salary for that position was split between the remaining staff. The increases were needed because of high turnover rates and increasing workloads, she said.

The average increase was about $5,000 per employee.

Last year, the board agreed to allow the salary adjustments, but declined to offer the employees regular annual increases.

The budget for the upcoming year includes 4 percent raises for those employees – about $9,000 office-wide.

Board member Larry Whitaker said the pay raises put the county’s labor negotiation committee in a difficult position when negotiating with other courthouse employees. Also, the county should have reaped the benefits of a staff reduction, he said, proposing the $9,000 be removed from the budget.

“It is the right thing to do for the taxpayers,” said Whitaker.

Tom Evans and other board members said they are comfortable with the budget as is, but were willing to wait a month to compare circuit clerk salaries with those of other offices.
