Bloomington taking look at travel expenses
BLOOMINGTON — So far this year taxpayers have spent $2,018 to send Mayor Steve Stockton to Bloomington’s sister city in Japan and $279 to send Alderman Jim Fruin to a conference in Palos Hills for newly elected city officials. Stockton’s total travel and expenses charged to the city this fiscal year, which began May 1, are about $3,937. As the city looks at its budget for the next year, one area city officials are looking at is travel expenses. The City Council will meet for a work session Nov. 13 to continue discussions on the budget. Stockton said looking for efficiencies in the city’s training and travel spending is necessary, but he still wants to see the city send people to conferences to bring back new ideas. “We can’t operate in a vacuum,” Stockton said. “I can’t say we should operate without talking to our peers.” So far the council’s travel expenses have totaled $4,217 of the $11,900 budgeted for council and administrative staff travel. For the 2007 fiscal year that ended April 30, the council spent about $3,885 from the city’s general fund of about $74 million. In addition to Stockton’s trip to Japan for the 45th anniversary of the sister cities program, the city repaid Stockton about $1,864 for his trip to Los Angeles for the U.S. Conference of Mayors in late June. In his expense report, Stockton pointed out that during the five-day conference he received less than $50 in reimbursement for meals. The bulk of the trip expenses charged to the city were airfare and hotel. From the hotel bill submitted by Stockton for the Los Angeles trip also included roughly $120 in parking fees he paid without being reimbursed. Another travel expense Stockton paid for out of his pocket was his first trip to Asahikawa, Japan, in 2005. “I had been in office only a few months and the last thing I wanted was to create the image that once I’m in office I’m going to be traveling internationally with city money,” Stockton said. “The second time around, I put in for it because I thought it was appropriate.” This year several aldermen attended the Illinois Municipal League conference for newly elected officials in Palos Hills. The city paid for the more than $300 in registration fees for all three who attended, and also paid $279 to cover Fruin’s overnight stay and mileage. Alderman Steven Purcell attended the conference but because he stayed with his sister and stopped to visit his mother on the way back from the conference, he did not ask for reimbursement for travel expenses. Alderman Judy Stearns also did not ask for reimbursement for travel expenses for the conference. She also stayed with a friend. Stockton did charge $29.92 in July and $24.81 in August to the city’s credit card for lunches. In previous years the total bill for City Council and city administrative staff travel has been $786 in 2004, $868 in 2005 and $4,141 in 2006. The travel costs were less in 2004 and 2005 because former Mayor Judy Markowitz did not attend many conferences, said City Manager Tom Hamilton. The annual travel bill includes $300 to $400 to send Hamilton to an Illinois city managers meeting in Galena. |
