Vets losing guard jobs at state sites

SPRINGFIELD — Twenty security guards at National Guard posts across Illinois are jobless today after being laid off in favor of a large security company.

Ed Svoboda of Mount Zion is among them. He worked for four years as a guard for the post at Decatur Airport and his last day of work was Wednesday.

The posts are now guarded by employees of Securitas, a company with roots in Sweden that offers security services across the U.S. and Europe.

A spokeswoman for the state Department of Military Affairs said the 20 guards laid off Wednesday were not trained to carry weapons and therefore didn’t meet required standards.

But Svoboda argued that most of those laid off, including himself, are military veterans and could handle the job as well as Securitas personnel.

“They’re performing the exact same function we’ve always performed,” he said.

Military Affairs spokeswoman Alicia Tate-Nadeau said Securitas was hired earlier this year, long before the layoffs were announced in early October. She said the layoffs were necessary because of training issues and a drop off in federal funding of $1.1 million.

“This was not a decision that was taken lightly,” Tate-Nadeau said. “These people are part of our family.”

She said that the state was working to find jobs for those laid off.

Svoboda and others met with local elected officials to try to prevent losing their jobs. State Rep. Bill Mitchell, R-Forsyth, said he thinks the issue can be resolved. State Rep. Bob Flider, D-Mount Zion, said he didn’t know why military veterans couldn’t be trained to carry weapons.

“That should just boggle anyone’s mind,” Flider said.

Svoboda said he worried that security could suffer because he and his coworkers had more experience locally.

“We know the building inside and out,” he said.

The issue is, what REALLY constitutes "security", and why the insurance agencies have a strangle-hold over what "security" means, on the ground. This airport is full of the ol' "so-and-so", when they talk about their former-employee veterans as "family". They wanted armed guards, but didn't want to accept the financial responsibility (aka: liability), so they sub-contracted. That is the bottom line. More training is available to private security, nowadays, than ever was available in the past, but companies don't take advantage of the training, because it would cost more than a nickel. I'm not talking about "Blackwater" training, either, I'm talking about training provided from police academies (just not in this State, which is somewhat crazy). "

Military authorization to carry firearms certainly does not translate to civilian authorization, and ALL security agencies (proprietary or otherwise) are very careful about who they choose to arm, where, when, and why. It is all about the insurance cost, and is determined by the CLIENT, not the guard company. " Just because the company has roots in Sweden doesn't mean it's employees are all Sweds!! The company has an office here in Bloomington and quite a few of the local Securitas guards ARE veterans. It was pretty shady to not give the guards much notice of their termination. Or the opportunity to be hired by Securitas and stay in their position. "

" ...if the veterans worked directly for the airport, then the decision not to arm them was based upon who would pay the liability for arming them. If the airport subcontracts, the contractor is responsible for the liability, and maintaining the guards' annual training, and for any retirement or other benefits (Securitas doesn't do much, there). Security is all about insurance. Group 4 Securicor (Securitas's parent company) also provides case managers for Customs / ICE, so the case managers won't be eligible for Federal retirement. Anything to save a buck... "

Instead, we allow their jobs to go to the LOWEST bidder, which happened to be a foreign company. We only get the services and equipment the lowest bidder can provide. It is NEVER the best, always the lowest cost up front, with cost over-runs and renegotiated contracts and political contributions to stay on the job. "

They didn't want the guards to be able to look for other jobs while all the time planning to fire them. Also, I agree that hiring a foreign company when there are current employees who are in the job and highly trainable is inexcusable! "

" much for 'veteran's preference' in hiring. Securitas guards US military installations in Europe, most of the ones I always saw were carrying six-shooters and one of them would have a shotgun. Not very well armed to protect the main gate. "
