LeRoy plans $5.2 million rec center
LeROY — LeRoy will spend more than $5.2 million for a recreation center, although officials hope to pare the price before the paperwork is signed. The City Council and Park District Board met Monday and voted to accept the bid from P.J. Hoerr of Normal, although the amount is higher than the proposed $4.3 million. The council voted 5-2 to accept the bid; the board voted 2-1. Original bids for Replex were opened in early October but were more than a million dollars higher than expected. The second round of bids also came in high. “This project is a great boost to the community, but we need to be very careful how we spend the dollars,” said Mayor Gary Koerner. “I will not sign a contract over the $4.5 million,” added Park Board President Samantha Gulley. An addition to the bid would allow for the construction of a building shell adjacent to the gym for lease space. A local business has expressed interest in the space. In August, the council agreed to issue $3.6 million in general obligation bonds to help pay for half of the project. The bonds will be paid off with an increase in the local sales tax from 0.625 cents to 0.675 cents, which voters approved in April. City Administrator Jeff Clawson estimates the city will generate about $150,000 per year from the increased tax. The park board has pledged $90,000 per year to help pay for its share. Other money will come from memberships, donations, endorsements, signs and leases. The city also applied for a $400,000 state grant. Replex The project came about after a park district referendum to replace the aging community pool failed two years ago. The district closed the pool for safety reasons. Input gathered during the failed referendum project indicated park district residents felt the pool was needed but would not approve an increase in property taxes and the price was too high for something used for such a short time period each year. Results from city surveys indicate there were not enough recreational opportunities in LeRoy. Recplex will include an indoor and outdoor pool, two activity rooms, gym with elevated walking track and concession/commons area. It will be built at the site of the old pool. The basketball and tennis courts will move to school property adjacent to Bowman Park on Center Street. Construction will begin once financing is worked out. |
