Delayed Pontiac funding symptom of bigger problem

The state hasn't come through with the paperwork needed for Livingston County to buy the old Illinois State Police Headquarters in Pontiac.

But it could be worse.

The state could say it's ready to move ahead with its offer to sell the building and grounds to the county for $10, then never come through with the rest of the deal: $1 million to restore the building, which is currently not fit for occupancy.

The games being played with state funding for the old headquarters is a symptom of the bigger problems in Springfield.

The holdup also is an example of why lawmakers and the governor are having trouble coming up with a much-needed capital construction plan - a lack of trust that causes lawmakers to doubt the governor's actions, even when they were in writing.

Gov. Rod Blagojevich signed the budget that included money for the police headquarters project at the same time he used his amendatory veto to strike out millions of dollars in other projects. Then he, essentially, made a deal with Senate President Emil Jones to ensure his budget changes never came up for a vote in the Senate.

In cutting the budget, Blagojevich struck nearly all the "legislative initiative" projects for Democrats in the House - where the governor was feuding with a fellow Democrat, House Speaker Mike Madigan. Blagojevich also cut nearly all the Senate Republican initiatives.

State Sen. Dan Rutherford of Chenoa was among the few Republicans whose projects weren't cut by Blagojevich. Rutherford also happens to serve on the Joint Committee on Administrative Rules - a panel reviewing the governor's plan for an expanded health care program.

You don't need to have a Ph.D. in political science to see the connection.

So far, the Joint Committee on Administrative Rules has refused to go along with the governor's plan. And, so far, the money hasn't been released for the project in Rutherford's district.

At a time of financial difficulties for the state, there might be better ways to spend $1 million than to restore an old building, even if it was recently added to the National Register of Historic Places.

However, the governor could have used that argument more easily back in August when he vetoed so many other projects.

Besides, rather than trim overall spending with his cuts, Blagojevich is trying to redirect the money to his expanded health care program.

If the headquarters project is denied money - along with similar projects - because of the state's financial situation, we can live with that. But the governor shouldn't use it as a political pawn to be traded for votes.

Back in August, the governor said of the projects he didn't veto, "they must support the right priorities." If so, he should release the money.

That's an especially grevious offense, my friend. Sure you don't want to force other people into gay marriage followed by a flag burning while you're at it? Seriously though, you might not buy into the social conservatism, but you DEFINITELY buy into the fiscal conservatism. Otherwise, you wouldn't buy into the ideas that EVERYONE who winds up old and broke does it through their own fault, that tax raises are ALWAYS a bad thing, or that private enterprise ALWAYS does things better than the government does. " As far as the school funding issue goes, I actually agree with you. We do a horrible job of funding our education system in Illinois, partly because of tax misers like you. Personally, I'd be all for a state tax raise accompanied by property tax relief. It would not only fund our schools better, but more equally. Unfortunately, the collar counties realize it means less money for THEIR schools and since they have the clout to kill this idea, they would. We'll see if your rumor turns out to be true. If it is, I will howl just as loudly as you about it, my friend. By the way, many of the problems on the state level were inherited by Blago as legacies from the Edgar and Ryan administrations, but I'll grant he hasn't been that effective is dealing with them, mostly because he thinks he can take on Emil Jones and Michael Madigan and win. I-355 was initially planned in 1962 during the tenure of Otto Kerner Jr., and was originally supposed to be open by 1980. Yet it didn't open until almost 10 years later. I lived in the area it serves when it opened, and boy let me tell you, were the locals relieved to FINALLY have it, and being a driver, I could see why. Illinois 53 was a constipated mess. It was also common perception that Thompson hadn't made it the priority it should have been; thus the delay. "

As for local politics that is most definantly Republican because of the lack of choices. " I guess you forget that under Republican leadership there was the planning and completion of I355, Reconstruction of the Stevenson Expressway, Reconstruction of the Dan Ryan, and Planning of the I355 Extension. The I355 Extension may have been completed under Blago but it was conceived and designed under republican administration. Those alone are multi billion dollar projects, but I guess that those do not count. There is also the reconstruction on Wacker Drive. Maybe again little man you need some research into these issues. Oh and by the way it is rumored that your governor will not make the last two payments to school districts this year but push them back into next FY, basically returning school funding to what is was years ago. Yes the Dems. sure do know how to fund and handle the state. That issue alone will affect all Children. Less you forget it is all Dem leadership and Dem controlled legislature. "

Even his own Lieutenant Governor wants him out! That’s the difference between us lib’rules and you conservatives. As far as the Republican governorships shorting Democratic areas...one need only look at the infrastructure needs of the Chicago area and how much better funded they are now than then. If downstate is being ignored now, it’s only because Chicagoland wasn’t getting what it needed to sustain their massive infrastructure earlier. Maybe it’s because those urban folks were too busy funding the massive agricultural subsidies that made rich men of the farmers who helped you vote down a new Manor. I can not imagaine anything that has been shorted to the democratic side of the state by a republican governor. Oh yes and I imagine that the money provided to Pontiac for a new State police HQ was because this is a Red area of the state.

But of course the Lovely Democratic leadership of this state would never do anything to hurt the children of our state would they? "

If 70% of the population of this state were solidly Republican, I dare to say they would have acted just as the Democrats do today, an assertion backed up by comparisons to states that ARE overwhelmingly conservative like Texas. The behavior of Republicans (especially the 109th congress) on a national level has certainly created a bitter division in government on all levels, and I see the Illinois Democrat's behavior as connected to that. After all, if you and I, two simple citizens, are incapable of a rational and friendly discourse, how do you expect it to happen in government where money and careers are at stake? "

Maybe you should look at all the money spent on new roads and improvements north of I80 before spouting off. True they provide more taxes and should get more in return but they have not been short changed by anyone, republican governors have had to treat this area with kid gloves in order to get elected so your liberal rant on that issue is a mute point.
