Normal council in a dilemma about electric signage

NORMAL -- Businesses along the Main Street Corridor in Normal may get the option of installing an electronic sign but unless something changes, the same will not be true along the Bloomington stretch.

The Normal City Council will consider revised sign guidelines that would allow the animated signs when it meets at 7 p.m. tonight at City Hall.

Three weeks ago, the council approved interim design guidelines for the corridor but took out proposed sign rules for further review. The original proposal banned animated or electronic signs along the Normal stretch of the corridor that runs from north Normal to south Bloomington.

Mayor Chris Koos suggested electronic signs are here to stay so rather than banning them, the town should set up rules.

In the meantime, the Bloomington City Council approved all interim guidelines, including banning the electronic signs.

Bloomington Planning and Code Enforcement Director Mark Huber said he has no plan to revisit that issue unless told to by city administration or by a City Council member.

“We’re comfortable with the ban,” said Bloomington City Manager Tom Hamilton. “We’re not getting a huge outcry from folks waiting to put these up like Normal did.”

Weavers Rent-All, 212 Main St., Normal, and the Illinois State University Credit Union, 1309 S. Center St., Normal, were among the businesses waiting for the Main Street Corridor building moratorium to end March 31 so they could pursue an electronic sign.

They are still on hold waiting to see the outcome of Monday’s vote.

Toni Petersen, who along with her husband, John, owns Weavers Rent-All, said she is impressed that the City Council decided to reconsider the ban.

“I’m happy to hear it,” said Petersen, adding the action makes her feel like council members “actually care and want to listen.”

Petersen said whether the new proposed guidelines allow her to keep the existing pole and add an electronic sign remains to be seen.

Meanwhile Tom Ewen, president of the ISU Credit Union, thinks the changes proposed by town staff are “a good compromise,” keeping the vision of the town while still allowing businesses to get the latest in signs.

" The only electic sign in town that drives me nuts is the one on Main street heading south, right before medusa's... It's so blinding at night and very distracting... And pointless- if your going the speed limit, there is not enough time to read anything on that sign anyway, and you should be looking at the road... "

Let's ban the sun in the middle of the afternoon because when I look directly at it my eyes hurt. Come on people do you really have that big of an issue driving that a lit up sign distracts you. Do you also get distracted at work when you see something shiny? If you are that bad a driver than turn in your keys, and walk. "

" I would be in support of rules in place to limit electric signs, rather than banning them outright. Some of the newest signs that light up with LEDs are obnoxiously bright to the point they hurt your eyes. I think any rules or regulations that cover electric signs should have provisions for maximum brightness levels. Make sure that signs use soft lighting such as neon or dim incandescent bulbs, instead of bright LEDs. "

" When the real estate company on Veterans turned on their sign, it was so blinding at night that it was dangerous. The signs that change every few seconds are also distracting and they have them right at the intersections of Lincoln and Vet plus Vernon and Vet. The one at Lincoln is worse due to its location. The flickering of these lights and signs along roadways is distracting to drivers and I haven't figured out why the city has even allowed them to go forward. Other municipalities have banned them for safety reasons. They're an eyesore among eyesores. "

" The sign at the coliseum is blinding at night. I'm surprised there aren't more accidents there. Also at the cellular tower. It's on a curve which can barely be seen at night because of the brightness of the sign. Either figure out how to dim the things or get rid of them. "

" When these signs are lit up at night they are as distracting as the sun right in your eyes in the middle of the afternoon. One more of them in Downtown Bloomington and I will get confused as to wether I'm in Centeral Ill or Times Square. There should be an outright ban on this type of obnoxious sign, but failing that, they should be turned off or dimmed at night at the least. "
