University Briefs for April 27: ILLINOIS WESLEYANPrize winner headed back to East Africa BLOOMINGTON — Camille DeLisi, a senior biology major at Illinois Wesleyan University, has already been to the refugee camps of Uganda, Rwanda and Tanzania, and seen the horrors produced by war. And more than anything, she wants to go back. DeLisi was named the recipient of the annual IWU Technos International Prize, through the Tanaka Ikueikai Educational Trust in Japan. The trust, founded by Japanese businessman and honorary Illinois Wesleyan trustee Kenji Tanaka, honors those who are committed to improving and promoting international relations around the world. DeLisi journeyed to East Africa in 2006 with School of International Training. Since her return from Africa, the Crystal, Minn., native has been educating others on campus about the conflicts in East Africa and the plight of the refugees. After graduation, DeLisi said she plans to take a year off before starting medical school. She will head back to Africa to stay with her former host family in Uganda and assist them with the Anaka Foundation, a nongovernmental organization the family started to work with the displacement camps. When she returns from Africa, she hopes to earn both a medical degree and a degree in public health. “I want not only to be able to help as a doctor, but to be able to assist in implementing sustainable medical programs to help developing communities,” DeLisi said. EASTERN ILLINOISTuition increase this fall for new students CHARLESTON — The Eastern Illinois University Board of Trustees voted last week to increase tuition about 12 percent for 2008-09 new students to help offset rising operational costs. Also approved were increases in student fees for University Union operations and the textbook rental service, with the latter increase earmarked for construction of a textbook rental facility on Edgar Drive. The board set tuition for Illinois undergraduates who enroll starting in 2008-09 at $218 per semester hour. The new rate is an increase of $23.60, or 12 percent, from the previous rate of $194.40 per semester hour, the rate for students entering the 2007-2008 academic year. A full load of classes is 12 to 18 hours per semester. For a student with 15 hours, a semester’s tuition will increase from $2,916 to $3,270. EIU President Bill Perry estimated 75 percent of the tuition increase will be earmarked for salary increases, and the remainder will be used for academic and infrastructure priorities. SOUTHERN ILLINOISTalks continue on labor contract CARBONDALE — Talks continued last week over a proposed labor agreement between Southern Illinois University Carbondale administrators and officers of the Association of Civil Service Employees. Negotiations have been in limbo for about nine months. The groups have failed to conclude talks on an agreed-upon four-year contract that would cover wages, seniority and layoffs, promotions, work rules and conditions, benefits, time off, disciplinary action and disputes. The association has rejected the university’s 3 percent across-the-board raises, and the two sides have disagreed over minimum pay rates based on longevity parity.
