GOP says budget cuts designed to trigger tax hike

SPRINGFIELD -- Gov. Rod Blagojevich's decision to cut hundreds of state jobs and close two dozen state parks and historic sites is part of a Democratic strategy to raise taxes on Illinoisans, a top Illinois Republican said Friday.

Senate Minority Leader Frank Watson, R-Greenville, accused the Democratic governor of creating a dire situation with the state budget as a way to force lawmakers to boost taxes to restore cuts and expand government.

''We're being set up for a tax increase,'' Watson said.

A spokeswoman for the governor denied the cuts were linked to a future tax hike.

''The governor has said repeatedly that he will veto any tax increase,'' spokeswoman Kelley Quinn said in an email statement Friday afternoon.

On Thursday, the administration confirmed it was looking to cut state government by 450 positions and close 13 historic sites and 11 state parks as a way to deal with $1.4 billion that the governor cut out of the budget sent to him by lawmakers.

Blagojevich says he had to cut the money because the legislature wanted to spend more cash than will flow into state coffers this year.

Fallout from the decision continued Friday.

At the Department of Children and Family Services, spokesman Kendall Marlowe said the actual number of people who may lose their jobs could be closer to 325 because some positions in that agency may be left unfilled.

Officials also were reviewing whether they would remove road signs pointing motorists to sites that will be closed.

''That certainly won't be done in the next few months while affected sites remain open,'' said Department of Natural Resources spokesman Chris McCloud.

''Nothing is determined on this,'' said Mike Claffey, spokesman for the Illinois Department of Transportation.

Parks targeted for closure on Nov. 1 include Moraine View State Park near LeRoy, Hidden Springs State Forest in Shelby County and Weldon Springs State Park in DeWitt County.

Historic sites that will close Oct. 1 include the David Davis Mansion in Bloomington, Lincoln Log Cabin near Charleston, the Bryant Cottage in Bement, the Cahokia Courthouse in Cahokia and Bishop Hill.

The cuts hit three sites in Randolph County -- Fort Kaskaskia, Fort de Chartres and the Pierre Menard Home. The Hauberg Museum at Blackhawk State Historic Site would close, but the grounds would remain open.

State Sen. Bill Brady, R-Bloomington, said cuts to the various agencies don't make sense.

''This governor continues to try and expand Medicaid programs, but slashes funding for the Department of Children and Family Services and the Department of Human Services. He is balancing his bloated budget on the backs of some of our most vulnerable citizens,'' Brady said.

Brady added that tourism and recreation are important revenue-generating businesses in Illinois.

''With rising gas prices, people are staying closer to home and visiting our historic sites and utilizing our parks. This governor is cutting off his nose to spite his face. Shuttering these sites will mean a significant loss of tax revenues,'' Brady said.

Watson said the economic impact of closing parks and historic sites will cause outcry among local officials and businesses. He said that's likely the strategy behind the cuts.

''When you touch the nerve of the public, there's a reason for that.'' Watson said.

Quinn, however, said the governor has consistently said he's against raising taxes, even though he broke an anti-tax pledge in order to get more money to Chicago area transit systems last year.

''Why would he be pushing a tax increase?'' Quinn said.

" Sigh, can you be more specific? What taxes has he raised? Period. Republicans repeat lies so much they don't know what is truth anymore. All of them put party loyalty ahead of what is good for the country. Proof of that is the TrainWreck in The White House. In my post I was specific. He hasn't raised your taxes. He did increase the fees for late purchase of license plates. That's not a tax increase. In exchange for the slight tax increase in The Chicago Area only, Seniors get free mass transit statewide. I personally am not charmed by Rod, but he is better than the last 2 Republican Governors, who BTW raised taxes a lot. Edgar increased the income tax by 33%, first as a temporary measure, then he made it permanent. So get off that shaky soapbox. If you are not spicific, you are either making it up, or repeating party lies. "

" re "Greed" If by good governor you mean that he has:
1) He has raised taxes by raising fees on businesses. The ones that stay in this state pass the increases on to you, the consumer, and others just leave. Strangely, this has decreased tax revenue.

2) Made Illinois one of the only states in the Union with a budget in the red for several years in a row.

3) Actually increased government spending despite having a negative budget and then paid for it by stealing the retirement money for state employees.

4) Has made a mockery of the whole state government (which is mostly his own party) by ignoring laws they pass and passing his own ad hoc laws.

Then I suppose you would be correct and those are only off the top of my head, there is more.

Oh and he will be brought up on federal charges at some point for at least one of the shady things he has been indicated in. "

" I certainly hope that the IOC (International Olympic Committee) is not watching. Blagowjevich and the democratic party are about to destroy any chance that the State of Illinois will recieve an Olympic bid. This will cost Chicago and Illinois Billions of dollars in expected revenue. The Federal funding alone would revamp the entire Chicago Transit System as well as fund the rebuilding and new construction of Olympic quality venues. Blagowjevich and the democratic party are not acting in the best interest of the State of Illinois with thier political posturing. Closing services and state resources while claiming we are broke is irresponsible to say the least. "

" I don't think it's a necessarily a ploy to get a tax hike, it's Blagojevich wanting to force legislators to accept his off-the-wall funding proposals, like expanded gaming and leasing the lottery. That being said, obviously the budget mess isn't going to be solved anytime soon, at least not until 2011 by the looks of things. However, responsible legislators have to step up and there has to be a comprehensive review of the budget. That means reprioritizing where the funds go, and not taking any revenue idea off the table too hastely. Maybe a minimal admission fee is a good idea. Considering 3% is the lowest flat tax rate in the country, perhaps a slight income tax increase isn't the end of the world. Edgar took heat for making it permanent, but look at how he ended office. We are in this mess for a multiude of reasons, not least of which is because of out-of-whack priorities and lack of common sense on the part of Blagojevich and the Democratic leadership. "

What the article didn't mention was that the tax increase for mass transit was a .25 cent sales tax increase for Cook and the collar counties only, and a $3 increase in RE transfer tax IN CHICAGO ONLY. No tax increase for downstate. What is the matter with you Republicans? You should love this guy. He hasn’t raised taxes in almost 6 years. If he belonged to The Republican Party, you would be slobbering all over him. "
