Normal planning panel OKs new apartments near ISU, Wendy's on north side

NORMAL -- Illinois State University students could have a new off-campus housing option by next fall. The Normal Planning Commission on Thursday recommended a 41-unit apartment complex proposed by Twin City developer Ralph Endress.

It would replace two aging buildings with new ones on land bordered by Constitution Trail near Willow and Locust streets.

Two of the keys to making the plan work are stacked parking — two cars park end to end in the same space — and 17-foot wide parking spaces. The latter is something the planning commission backs not only for the Endress project but for all residential properties within the parking impact zone — the area around the ISU campus.

The commission also recommended a plan that would bring a Wendy’s restaurant to Constitution Trail Center on Normal’s north end and a request to rezone property north of Zeibarth Road to manufacturing to allow Birky’s Farm Store of Hudson to build at the site in two or three years.

All but commission member Jeff Feid supported the idea of reducing the width requirement for parking spaces in the parking impact zone from the current 20 feet to 17 feet. Feid said he was not convinced there wouldn’t be problems with students being able to negotiate the smaller spaces.

Commission members also backed the idea of automatically allowing stacked parking in the parking impact zone instead of requiring a special-use permit for it. The town has required a special-use permit for stacked parking since 2001.

Building Director Greg Troemel said allowing developers to include stacked parking “increases their ability to put more people on a site.”

“We want denser development closer to campus,” said town planner Mercy Davison.

Meanwhile, Feid also voted against Endress’ plan in part because of a concern that it could harm Constitution Trail. One of the buildings would face the trail.

Endress proposes razing 101 E. Willow St. and 104 E. Locust St. and replacing them with two new three-story buildings with apartment flats — apartments with their own entrances. An apartment building at 98 E. Locust St. would get a facelift as part of the plan.

The new development would be called Willow Trails and have a total of 144 bedrooms. There would be 148 parking spaces.

Commission member R.C. McBride and others expressed concern about the lack of green space at Willow Trails but McBride said the plan was a vast improvement over the existing buildings.

A plan to put an elevated deck over some of the parking at Willow Trails was not recommended by the commission. Members expressed concerns that it could be used inappropriately by the tenants.

The Wendy’s planned at Constitution Trail Centre could be open by the first of the year if the City Council goes along with the commission’s recommendation for the plan. The council will consider all items from the planning commission meeting on Sept. 16.

" Sorry, "Jimmychoo," it's not a theory- it's a fact. And, please allow me to help you understand what's going on here. ISU gets to enroll more students, yet escapes the LIABILITY of housing them. The local developers get to make money from the students. The students get to rapdily destroy the housing and run down the neighborhood without fear of university resident assistants getting them in trouble. The only one who loses here is the neighborhood. AND... if you think there's no crime in "ISU off-campus housing" you are sorely mistaken. AND... what exactly makes you think the private owners of the high-density "student housing" are actually going to HAVE to rent to students? "

" As a student attending the prestigious school in question (No, not IWU!), I believe I am speaking for a majority of my fellow students when I say that this is what you get for giving birth to the wretched spawn that is now commonly referred to as 'Uptown' Normal. Come on guys... what the hell where you thinking? The Children's Discovery Museum packed between about 10 different bars? An 'Upscale' hotel being built practically on a college campus? Let’s not even get started about the Judy Dome that was built for the Bloomintonians and Normalites to enjoy (Did you guys see The Backstreet Boys last week!?)... All-in-all, I just don't understand why this community is alarmed when my fellow peers decide to engage in a little old fashioned robbery and/or vandalism on any given night of the week. " I'm sorry but I'm going to disagree with the "crime will increase" theory. If anyone is allowed to move in then yes, crime could increase. BUT this will be student housing. College students should be the least of our worries as far as crime goes. Sure they get drunk and act stupid but right now we have REAL crime going on that needs to be focused on. "

I know that this must be the case since we all know that crime can only happen in apartments, not houses.

Also, regarding ISU, their "Empire" consists of students, faculty, and support staff. All of them pay taxes, count on the census, and spend money in this community.

Funny how so many people hate the students, but love their money. "

" The only thing good in this article is the Wendy's plan at Constitution Trail Centre. Drive by the Lincoln Apartments and see how they have deteriorated. (Corner Vernon & Fell) I went by there after Corn Fest. How shabby already. If my private property ever looked that way, neighbors and the Town would be all over me. These apartment buildings are all rubber stamped "yes" but there is no follow up or adhering to what has been promised at these meetings. Housing in Normal that was intened for Students has seen more and more non-student tentenants. Is more highy desity housing REALLY needed? OR just$$$$$$$$$$? "
