Woman fined $6K for allowing boyfriend to park cars

BLOOMINGTON - A collection of cars parked on her property will cost a Bloomington woman more than $6,000 in fines.

A McLean County jury issued a fine of $6,200 to Julie Hernandez of the 1200 block of Seminary Street. Hernandez has been issued ordinance violations dating to January 2007 for having a number of unlicensed or inoperable vehicles parked on her property.

The vehicles are owned by her boyfriend, Kevin Wilburn. The city has wrangled for years with Wilburn over parking his cars along the 500 block of North Lee Street.

Last month, the city requested a judgment in the case, based on the evidence that there were between nine and 14 cars parked on Hernandez's property in March and in May.

Associate Judge Robert Freitag ruled in the city's favor, finding Hernandez guilty of the ordinance violations. However, Freitag ordered a hearing on the penalty because the city codes provide for a significant range of a $50 to $500 fine per violation. In this case, Freitag said the fine could vary from $1,100 to $11,000.

Hernandez asked a six-member jury to decide.

The jury deliberated less than 45 minutes and issued the fine asked for by assistant city attorney Hannah Eisner. Hernandez previously received more than $900 in fines.

Freitag gave Hernandez 20 days to remove the unlicensed vehicles or provide proof to the city that the vehicles are registered. Freitag also gave the city permission to go onto Hernandez's property and remove the unlicensed vehicles after 20 days.
