ISU president not certain of state funding increase

"There's a great deal of uncertainty remaining," Bowman said. "We've never seen a scenario where higher education and K-through-12 get full funding, while others only get half.

"My view is that this is far from over. At this point, we don't know what will happen to us," he added.

ISU is slated to receive $86.2 million. That's $1.1 million, or 1.3 percent, more than the state pledged the campus at the start of fiscal 2009. The total figure includes about $5.7 million in federal stimulus money.

In a letter posted Monday on the ISU Web site, Bowman said the Normal campus must be cautious in planning and spending given the massive budget shortfalls facing other sectors of the state.

ISU administration hasn't determined what the budget will mean for salary increases, campus enhancement projects and tuition and fee structures, he said.

One big question that remains is whether ISU will get $54 million in state capital funding to construct a fine arts complex.

"I think there will be a capital bill later," said Bowman. But, he added, Quinn likely won't sign that until a full-year 2010 budget is resolved.
