SPRINGFIELD - College dorm residents in Illinois soon could be putting out their cigarettes.

Despite concerns that the decision should be left to the universities, legislation banning smoking in all public and private college dorms was approved by the Illinois House with an 85-25 vote Thursday.

Smoking is the leading cause of fires in college dorms, and State Rep. John Fritchey, D-Chicago said it is important for the state to intervene because the issue affects the health and safety of students.

However, critics said it shouldn't be a state government issue.

""There comes a time when I believe our job is to leave governance of universities to their board of trustees," said state Rep. Bill Black, R-Danville. "College students are adults, the boards of trustees … are appointed by the governor."

Currently the only Illinois colleges that allow smoking in their residence halls are Eastern Illinois University, University of Chicago and University of Illinois at Chicago.

The legislation would not affect restaurants or businesses located in dorms, or fraternity or sorority houses.

Pantagraph-area legislators who voted in favor of the bill included Dan Brady, R-Bloomington, and Keith Sommer R-Mackinaw.

Senate Bill 2465 now goes to the governor. A spokeswoman said the legislation is under review.
