Clinton man indicted on child porn charges

PEORIA -- A Clinton man was indicted by a federal grand jury Wednesday on one count each of producing and possessing child pornography.

Dustin E. Mandrell, 25, also is charged with committing a felony offense involving a minor while designated as a sex offender.

Co-defendant Ruby Roberts, 19, of Sullivan is charged with one count of possession of child pornography.

Mandrell and Roberts were already jailed in DeWitt County on unrelated theft charges.

The indictment alleges that on or about Aug. 5, 2009, Mandrell coerced a minor to engage in sexually explicit conduct for the purpose of producing a visual depiction of the conduct. According to the indictment, Mandrell has a prior sexual-offense conviction in Illinois.

If convicted, Mandrell faces a mandatory sentence of at least 10 years to 20 years in prison.

Roberts, if convicted, faces up to 10 years in prison.

The charges are the result of an investigation by the U.S. Secret Service and members of a working group including the Bloomington Police Department and Illinois State Police with the assistance of the Clinton Police Department.
