No suggested changes from city panel after fatal bike-semi accident

BLOOMINGTON -- A city traffic committee does not have any suggested changes for Brown Street next to Pilot Oil Travel Center, but police say they will conduct bicycle safety programs following the death of a 10 year-old who was hit by a truck.

Travell Arrington was killed July 7 when a semitrailer truck turning from Brown into the truck stop at 1520 W. Market St. hit him head-on. Arrington, who lived in the area, had ridden his bicycle to the truck stop convenience store.

The city's Staff Traffic Advisory Committee reviewed the street conditions at the request of Ward 6 Alderman Karen Schmidt.

Committee members have determined there is little that could be done to solve the congestion created by the high volume of semi-trailer truck traffic, said Assistant Police Chief Robert Wall.

"We know this is a difficult situation for the family," Wall said. "But there is nothing that the city could have done to design or regulate this area that could have changed this."

Schmidt said the city also is limited in what it can do because the incident happened on private property. The committee has given the travel center some suggested changes for its parking lot.

But Wall said police are not giving up on finding a way to improve safety.

The police department will hold a bicycle rodeo for the children who live in the area with a special emphasis on handling their bicycles around large-truck traffic.

A time for the bicycle rodeo has not been scheduled.

Schmidt said she was glad to hear the city will be doing something to educate children on the dangers of truck traffic. Schmidt said the police also have been in contact with local school officials.

"The more we can do to help children understand the dangers of truck traffic, the better," Schmidt said.

Wall said the committee reviewed the records on accidents and traffic tickets issued in that area for the past several years. There has been only one other accident with an injury in that area in the last 15 years, he added.

The driver involved in the crash with Arrington, a 35-year-old Elmwood Park man, has not received any tickets so far, and his truck passed an inspection conducted by the Illinois State Police immediately after the crash.

Police are waiting the results of a blood test, which is mandatory for semitrailer truck drivers involved in crashes.
