Phone companies make you pay for nothing

How can telephone companies charge people because they don't make long distance calls? Some people have no one to call. Others can't afford to call nor can they afford this charge.

This month I am charged $10.52 for absolutely nothing - $5.48 for "monthly minimum service" and a $5.04 USBI "minimum usage fee." This is in addition to the $6.50 "interstate access charge."
