All of the blame for problems with the Affordable Care Act is being placed on Barack Obama. We forget that within days after the Supreme Court found no constitutional violation 34 Republican governors banded together and refused to set up insurance exchanges for their people, as required by the statute. They made it clear that this was being done to defeat the provision of healthcare described therein. This action had the effect intended by the governors, and has seriously crippled the ACA. Blame for what has happened is largely the result of the conduct by the Republican governors.
