The current Normal City Council reminds me of a story I had heard years ago. Door-to-door salesmen who found a home to be an easy mark (easy sale) used to mark the property so that other salesmen would know that property owners were very gullible and easy money. They would mark the property with a chalk line on the sidewalk or comparable sign on a picket fence or something of that nature.
In light of the current Normal City Council's propensity to give away tax money to whoever asks for it, I am sure developers and businesses have drawn a few chalk lines (see Uptown Circle, Portillo's and now the old Dick's Sporting Goods site) on the sidewalk in front of Uptown Station where the Normal City Council meets.
