President Donald Trump's 2020 budget released Monday, March 11, 2019 calls for 90 percent cuts in spending on programs for the Great Lakes and Chesapeake Bay. It would eliminate funding for other waterways including the Gulf of Mexico, South Florida, San Francisco Bay and Puget Sound. Trump has sought similar reductions in past budgets but Congress has rejected them. (AP Photo/Elaine Thompson, File)
